Community-based operations research (CBOR) focuses on problems whose objectives concern welfare, equity, and sustainability rather than profit or cost alone. This session covered a public housing allocation model that reduces vacancy and keeps waitlist offers viable for applicants who remain in the system, following Kaplan, E.H. (1988), “A Public Housing Queue with Reneging and Task-Specific Servers.” It also discussed CBOR examples in nonprofit management, education, and food distribution.
